Position/Title          : Marine Resources Use Database Officer

The Wildlife Conservation Society (WCS) has a distinguished history of experts exploring and saving wildlife in some of the most remote and wild places remaining on Earth. The Wildlife Conservation Society-Indonesia Program (WCS-IP) has significantly grown over the last decades and contributed to supporting the Government of Indonesia (GoI), particularly the Ministry of Environment and Forestry (MoEF) in conserving Indonesia's biodiversity. WCS-IP is structured under five core thematic programs: Forests; Marine; Wildlife Trade & Policy; One Health; and Rights & Communities.

In Sulawesi, WCS-IP is supporting the Natural Resources Conservation Agency (BKSDA) Sulawesi Utara and Local Government to improve conservation initiatives in the province, to encourage people within this area to practice sustainable fisheries and increase their knowledge of the Marine Protected Area, as well as to increase incentives of marine conservation for local people. The application of science is essential to strengthen the basis for sustainable decision-making and resource management. WCS staff are the spearhead of the scientific approach needed to support government performance, especially key partners in the protection of conservation areas, wildlife and the management and sustainable use of natural resources.

To achieve our overall goal of saving wildlife and wild places, WCS-IP is currently seeking qualified candidates for the position of Marine Resources Use Database Officer. The Marine Resources Use Database Officer will directly report to the Marine Resources Use Senior Officer and coordinate closely and significantly with the North Sulawesi Senior Program Coordinator, MPA/PA Senior Officer, Conservation Coordinator, Administration and Finance Team, and various Coordinators and Specialists of the WCS-IP’s Marine team.

General roles

  1. Facilitating the implementation of sustainable marine resource use development, strengthening capacity of enumerator and community group to increase community support for management Marine Protected Area and sustainable fisheries.
  2. Assist communication between the community and the local government, port authority, and university related to the planning and implementation of sustainable fisheries activities in the target area.
  3. Facilitating activities related to the information gathering, assessment, capacity building and project implementation in relation to the development of sustainable fisheries within the MPAs and fisheries areas for the community, and to the partnership with relevant stakeholders.
  4. Coordinate with coordinators, community officers, field facilitators, enumerators and other work partners based on the working mechanism set by WCS.


Job duties and responsibilities as a Marine Resources Use Database Officer are:

  1. Work closely with fisheries enumerator in WCS-IP to meet the standards and adopt practice related to quantitative/qualitative data collection and analysis.
  2. Provide input data from fish landing monitoring into available database platform in WCS Indonesia Marine Resource Use Program
  3. Verify data on the utilization of marine resources and target protected biota, to ensure that the data collected is in accordance with standard operating procedures.
  4. Carry out length measurements and identify species for utilization of marine resources and protected target biota, in accordance with standard operating procedures.
  5. Retrieval of biology data to support the sustainable management of marine resources, if needed. 6. Ensure providing clean data to support the effectiveness of management.
  6. Provide support in the context of collecting and data analysis related to marine management 8. Assist to concep and design data collection for stakeholder, include capacity builing for them
  7. Ensure on refresher activity and capacity building of data collection and monitoring for enumerator/stakeholders
  8. Provide technical assistance, administration and reporting for the implementation of activities program in North Sulawesi (eg documents, reports, databases).

Reports and Output

Periodic Progress Report

  • The Marine Resources Use Database Officer submits periodic progress reports (activity and technical report) on activities carried out under his responsibility every month and three months to the supervisor or other related staff.

Data and Information

  • Help collect data and information (if needed) related to planning and activity implementation of sustainable livelihood to support Marine Protected Area and fisheries management. Back up files and directories that encapsulate activity office and correspondence (backed up monthly) to the marine repository database.

General Task

  • Apply and promote WCS’s values on respect, transparency and accountability, innovation, inclusion and diversity, collaboration, and integrity in daily work.
  • Act as an exemplary model to other staff in the application of organizational values and compliance.
  • Participate wholeheartedly in the general activities of WCS-IP particularly events and activities that require the full support and participation of all staff members, whether the focus of any particular event or activity has any bearing on the job description and assigned project objectives and activities.
  • Undertake any other duties as assigned by supervisor and line management coordination if required.

Position Requirements:

  • This position will be stationed in Manado with regular trips to the project site.
  • Bachelor's degree in marine, fisheries, data science, environmental, or related fields with excellent skills in database.
  • Have work experience of at least 2 (two) years.
  • Good understanding of marine/coastal conservation principles, sustainable resources, and familiar with fish monitoring/data collection.
  • Have good ability to communicate orally or in writing in Indonesian/regional languages.
  • Compulsory computer skills. Able to operate computer and software (MS Outlook, MS Word, MS Excel, and MS Power Point, RStudio, etc.).
  • Good interpersonal skills to handle multiple contact groups.
  • Able to communicate with various people and find solutions to problems.
  • Ability to work under pressure and ensure high quality project deliverables according to planned schedule, and able to work with minimum supervision.
  • Able to work individually and team.
  • Having a vision in supporting the conservation of biological resources in Indonesia
  • Having experience working in North Sulawesi will be an advantage.
  • Able to multitask, set priorities, and meet deadlines.
