TERM OF REFERENCE
Introduction
Supported by the Alliance, Sumatran Rhino Recovery Project has been initiated since the beginning of 2018 to rescue Sumatran Rhinos in three regions in Indonesia, namely Aceh, Lampung and East Kalimantan. With the population at less than 80 individuals, due to unfavorable conditions such as small and isolated population, habitat disturbance, poaching and limited reproduction ability has led the species to become one of the most threatened mega fauna to be at the greatest risk of extinction on Earth at this moment.
Through several meetings, both national and international, it was recommended that emergency actions should be taken to save the existing Sumatran rhinos. One of the recommendations is to capture and translocate individual rhinos into well managed rhino sanctuaries. The capture and translocation of the isolated rhinos is clearly stated in the Director General’s decree number SK.421/KSDAE/SET/KSA.2/12/2018, dated December 6th 2018 concerning the Emergency Action Plan to rescue the Sumatran rhino.
Three implementing partners (FKL, YABI, ALeRT) in three regions (Aceh, Lampung and East Kalimantan) are conducting survey and monitoring in the areas that have been identified as habitats of rhinos identified for capture and next year (2021) has been targeted to start the capture and translocation of rhinos that have been identified through trajectory surveys and camera trapping. To accelerate the process and strengthen implementing partner’s capacity, especially on capture and translocation activities, it is important to appoint a National Capture Coordinator as soon as possible.
Job Description:
The National Capture Coordinator is part of the Sumatran Rhino Survival Alliance Team in Indonesia and as such will be officially recognized as an IUCN SSC position. His/her role is to ensure the readiness of the implementing partners to capture rhinos that have been identified. He/she will be the primary focal point for all implementing partners to set the plan, establish Capture and Translocation Teams, check their readiness and capacity and if necessary check field conditions to ensure that capture and translocation activities can be employed securely and safely.
Contracted process and period
The National Capture Coordinator will be contracted through WCS Indonesia Program as a Consultant for the Sumatran Rhino Survival Alliance Team in Indonesia and as such will be officially recognized as an IUCN SSC position. He/she will be contracted for one-year period and can be extended.
Reporting
Administratively (especially for financial), the National Capture Coordinator will report to WCS Indonesia, regarding in-country line management, the they will report to the IUCN SSC Program Coordinator, and technically to the IUCN SSC Sumatran Rhino Training, Husbandry, and Capture Advisor.
Primary Duties and Responsibilities
Working in support of the IUCN SSC Sumatran Rhino Training, Husbandry, and Capture Advisor:
- Support dialogue with implementing partners regarding preparation for capture and translocation processes in each region;
- Work closely with each Regional Capture Coordinator to ensure proper readiness, monitoring, and operations including tracking readiness through the capture readiness checklist;
- Support regional teams coordinate with government and other stakeholders to ensure all permissions and logistics are in place for any capture;
- Help and support implementing partners in developing planning, checking their readiness and executing capture and translocation;
- Help and support implementing partners in overcoming problems related to capture and translocation processes;
- Build a Team work and Team spirit amongst all implementing partners to increase their confidence in executing capture and translocation;
- Oversee day-to-day progress of capture and translocation preparation prepared by implementing partners;
- Coordinate logistics and chain of command at capture sites and at the sanctuary with the National Veterinary Coordinator;
- Support regional teams secure transportation for rhino which will be transported;
- Support securing visas and permissions for international experts to support capture operations.
Working at the direction of the IUCN SSC Sumatran Rhino Training, Husbandry, and Capture Advisor:
- Ensure that all preparations, equipment and logistics are in place before the start of the capture operations
- Ensure all capture team members are properly trained prior to the start of capture operations
- Maintain communication with and monitor the Capture Teams while capture operations are underway through frequent email, cell phone communication and site visits of each capture operation.
- Make necessary adjustments to the capture operations as needed and in consultation with the Capture Coordinator Advisors
Qualifications
- Ten years of experience working on rhino conservation, with experience in rhino captures preferable;
- Experience in working closely and effectively with civil society conservation organizations;
- Experience in managing multi-stakeholder dialogues around technical complicated and politically sensitive issues;
- Experience in engaging multiple ministries to accomplish project goals,
- Proven conflict resolution and negotiation skills;
- Fluent in both Indonesian and English.
