Background

The Wildlife Conservation Society’s Indonesia marine program aims to conserve marine resources vital to the protection and sustainability of human livelihoods across the Indonesian archipelago from the Bay of Bengal through to the heart of the Coral Triangle. WCS employs a rigorous scientific approach to build capacity, strengthen management and inspire community stewardship for the protection and sustainable use of critical marine ecosystems, fisheries and threatened species. The program has three objectives: (1) to establish and increase the management effectiveness of 1 million hectares of marine protected areas (MPAs) in seascapes in Aceh, Java, Sulawesi, and the Sunda-Banda sea; (2) sustainable management of coastal fisheries in and around networks of MPAs; and (3) conservation of threatened marine species, particularly sharks and rays, through improving the sustainability of fisheries and trade, and combatting illegal trade in protected species.

In order to achieve these objectives we employ the following approaches: 

  • Scientific outputs focused on the most important issues, present and future, that affect conservation of our seascapes, priority species, and the management.  
  • Research, planning, monitoring, and evaluation that are conducted systematically using a set of appropriate standardized protocols and centralized data storage and management. These ensure that we produce high-quality data that are widely disseminated and freely available to advance efforts critical to meeting our key mission goals. 
  • Building relationships among private sector, community and government stakeholders to facilitate the development of regulatory, institutional, and capacity building needs required for improved MPA and fisheries management. Assist in the design and establishment of MPA and fisheries management decision making bodies and provide expertise to government and the private sector on regulations. 
  • Assist in examining and evaluation of outcomes of surveys of fishing private sector and community perceptions, needs and incentives required to understand the socio-economic and governance factors that drive support for new fisheries regulations, to help adopt and support sustainable fisheries management approaches including development of fishery reserves and appropriate input/output controls.

MPA Policy Coordinator

In general, the MPA Policy Coordinator will be required to plan, manage and monitor all MPA program under WCS Indonesia and to lead and assist MPA policy initiatives by WCS. The position will be based in Bogor at the WCSIP office with significant portion of time allocated for working from the field/project sites, and will liaise closely with staff throughout Indonesia.

Overall Role of the Position
The MPA Policy Coordinator will provide technical expertise to support the WCSIP Marine Program with MPA policy at national and provincial level, MPA management plan development and implementation, and MPA monitoring and evaluation.

Scope of the Work and Working Relationships
The MPA Policy Coordinator will work under the management of the WCSIP Cross Cutting Program Manager, and will provide technical support for the MPA programs, including project sites at targeted seascapes. In this role, the MPA Policy Coordiantor will also work closely with Marine Program Managers, field project leaders/coordinators, science coordinator, specialists, and other staffs.

Specific Tasks
The MPA policy coordinator is specifically responsible for providing technical support and facilitation for national level and various marine sites (North Maluku, West Nusa Tenggara, Aceh, North Sulawesi, and Karimanjawa & Taka Bonerate National Parks). The detail of specific tasks for the period 2019 is as follows. 

  • Building relationships and strategic partnerships with the key national government agencies, including MMAF, MoEF, and non-government think-tanks and organizations, in order to support government to implement MPA policy and to advocate for changes in policy. 
  • Contribute in developing strategies and approaches to understanding MPA management policies in Indonesia, and identify ways to enhance MPA policies, laws and regulations and incentivize effective MPA management 
  • Supervise Karimunjawa National Park Program Coordinator and oversight program implementation in the national park 
  • Support program managers on development and implementation of MPA Management and Zoning Plan as well as monitoring and evaluation of its implementation 
  • Support program managers to conduct MPA trainings (MPA 101 and MPA management plan training) at field site level 
  • Support program managers related MPA management effectiveness improvement

General Site Implementation 

  • Establishing good working relationships with local key stakeholders such as government, academia, NGOs, private sector, and others to ensure the successful coordination, implementation and follow-up of project activities 
  • Synchronize WCS program according to MPA National Strategy and Policy  
  • Provide technical assistance and support to field team to meet the project outputs

Program Development and Management 

  • Coordinate with other related program such as sustainable fisheries, sharks and rays conservation, wildlife trade and policy, and/or other policy initiatives within the WCS Indonesia program. 
  • Coordinate the implementation and administration of all projects under this program, ensuring that approved workplans and activities are undertaken in a timely manner in line with budgetary means, as well as adapt the objectives, strategies, workplans and budgets as circumstances dictate, ensuring that annual, mid-term and end-of-project targets will be met.  
  • Provide inputs regarding the vision and strategy for WCS Indonesia.  
  • Prepare activity reports as required by WCS, donors and/or stakeholders, in Indonesian or English. 
  • Provide capacity building and technical support to Program team and partners to ensure that the projects are effective and achieve targets;
