Overview

The Wildlife Conservation Society’s Indonesia program aims to conserve marine resources vital to the protection and sustainability of a wide range of human activities and livelihoods. Consequently, conservation efforts cannot be separated from the management of fisheries or interaction with coastal communities. WCS employs a rigorous scientific approach to build capacity, strengthen management and inspire community stewardship for the protection and sustainable use of critical marine ecosystems, fisheries and threatened species. To achieve these goals, WCS employs a science-based approach to assisting the Indonesian government to establish and manage marine protected areas (MPAs), manage small-scale fisheries, and protect sharks and rays in Aceh, North Sulawesi, West Nusa Tenggara, and North Maluku plus several other sites.

WCS Indonesia’s approach is defined by the five core WCS Global components of Protect, Discover, Inspire and Leverage, and Build. This structure was developed as part of WCS 2020 to reflect the importance of combining our scientific research with broader public awareness and direct engagement with decision makers. Success will depend on our ability to leverage the interplay between these themes to create larger policy and protection impacts.

The WCS Indonesia Marine program focuses on the establishment and effective management of MPAs and development of sustainable fisheries, as interlinked strategies to secure and manage Indonesia’s coastal marine resources. WCS is committed to assisting the Government of Indonesia to meet its national and international commitments to MPA establishment and management – including the commitment to achieve 20 million hectares of MPAs by 2020. MPAs benefit both biodiversity and fisheries management by protecting habitats and protecting breeding populations of important marine organisms.

The basis of all of our work is scientific data. Our teams of marine biologists, fisheries scientists, and socioeconomic specialists inform project design with baseline surveys. Regular monitoring of resources informs all subsequent decision making.

West Nusa Tenggara Deputy Team Leader

The position will be based in Mataram with significant portion of time allocated for working from the field/project sites, and will liaise closely with field project staffs in West Nusa Tenggara and WCS staffs in Bogor.

  1. Overall Role of the Position The WNT
    Deputy Team Leader will provide technical expertise to support the WCS-IP WNT Team Leader and staffs on implementation strategy of project work plans, MPA and fisheries management, species conservation, marine spatial planning, capacity building, work plan monitoring and evaluation, project documentation and reporting. The WNT Deputy Team Leader will also assist consultation processes related to work plan design and implementation in the target seascapes, working with local government agencies, and other partners. 
  2. Scope of the Work and Working Relationships 
    The WNT Deputy Team Leader will work under the management of the WCS-IP Program Manager, and will work closely with the WNT Team Leader and field staffs to provide technical support for the MPA, fisheries, and species conservation programs in WNT Province. In his role, the WNT Deputy Team Leader will also work closely with field coordinators, science coordinator, specialists, and other staffs. 
  3. Specific Tasks
    The WNT Deputy Team Leader is specifically responsible for:
    • Lead and supervise all monitoring activities in NTB, including in the design, and actively get involved in the activities. 
    • Lead data analysis to meet WCS Standard and formats for writing of technical reports and peer-reviewed publication. 
    • Prepare periodic report, technical reports and peer reviewed publications. 
    • Develop and conduct training program for stakeholders (i.e on biophysics, socio-economic and sustainable fisheries). 
    • Undertaking a review of the policy, regulatory and institutional framework for MPAs and fisheries in WNT, including threats, bottlenecks, underlying causes of problems, weaknesses, and opportunities associated with marine protected areas, including long-term financing and financial sustainability.
    • Development of the project monitoring, evaluation, and lessons learned framework, including indicators, means of verification and collection of baseline data. 
    • Undertaking a review of field staffs reports, publications, including provide capacity building to improve staff capacity. 
    • Identifying links to other partners and programs, including those of government agencies. 
    • Developing a project implementation schedule with concrete targets.

General provisions:

Project Management

  • Support the WNT Team Leader to design and coordinate the implementation and administration of all projects to deliver approved work plans and activities in a timely manner in line with budgets; 
  • Support the WCS-IP in managing and supervising field staffs in close coordination with the WNT Team Leader, including development of individual work plans and conducting performance evaluations, planning and monitoring work and travel schedules; 
  • Prepare activity reports and assisting in preparing financial reports as required by donors and/or stakeholders, in Indonesian or English, written or verbal, as well as a technical reports; 
  • Document lessons learned from project implementation and develop briefing notes for the WNT Team Leader and Program Managers to improve implementation and coordination of project activities, support decision-making processes and knowledge management.

Stakeholder Engagement and Communication:

  • Liaise and establish good working relationships and/or strategic partnerships with key stakeholders including marine and fisheries agencies and NGOs to ensure the successful coordination, implementation and follow-up of project activities, as well as the mobilization of additional resources to the projects.  
  • Provide technical and facilitating support to meetings, seminars, workshops and management bodies and formally represent WCS as necessary in such meetings, workshops and conferences; 
  • Deliver regular updates on the project activities, including news flashes and updates for WCS-IP website and other social media postings, and articles for brochures, leaflets, and printing media when required;

Others

Undertake any other duties, as assigned by the supervisors.

Reports and Deliverables:

The employee will provide to the WNT Team Leader, Program Managers, the following material:

  • Provide monthly, semi-annual, and annual reports. 
  • Provide activity reports when requested.

Requirements:

  • Have Bachelor or Master Degree in marine science or fisheries (Master Degree is preferable). 
  • Have strong knowledge and experience working in marine conservation, marine protected area management, and fisheries management. 
  • Minimum 3 years successful experience working in similar position or role with a marine conservation NGO (local or international). 
  • Understanding field project management.
  • Good interpersonal skills and leadership.  
  • Good analytical and interpretative problem solving skills. 
  • Self-motivated and resourceful, with the proven ability to multi-task and operate. successfully under tight deadlines and time pressures. 
  • Excellent oral and written communication skills in Bahasa-Indonesia. 
  • Good oral and written communication skills in English. 
  • Good working computer skills, including knowledge in using Microsoft Office Applications. 
  • Concern for wildlife conservation & environmental issues is essential.
