Background

The Wildlife Conservation Society Indonesia Program (WCS-IP) contributes substantially to the conservation of biodiversity in Indonesia through landscape-level conservation, protected areas, species conservation actions, and engaging local communities. WCS-IP has also successfully contributed to the conservation of biodiversity and also efforts to combat illegal wildlife trade in Indonesia. To increase the effectiveness of interventions on biodiversity conservation, wildlife protections, and law enforcement for tackling illegal wildlife trade, Wildlife Trade and Policy Program (WTP) is established.

The two over-arching objectives of the WTP are: i) Counter illegal wildlife trade through strengthening law enforcement capacity, intelligence-led approaches and improved inter-agency coordination; and, ii) Strengthen the national policy, regulatory framework and data management systems for species conservation and wildlife trade as well as the implementation of CITES and CBD. To achieve the objectives, WTP supports Government of Indonesia (GoI) through technical assistance, develop partner’s capacity, actively engage in dialogues and meetings with stakeholders, facilitating discussions and provides data and information. The activities are conducted in national level and throughout WCS-IP’s field sites.

The Senior Policy Officer will be required to contribute mainly in the project management activities, as well as research, related to national policy for species protection and wildlife trade. More specifically, the Senior Policy Officer is expected to provide assistance in the implementation of international convention commitment in Indonesia and to build comprehensive relationship with WCS-IP key stakeholders.

Position responsibility

  • Support and contribute in the strategy development processes to understanding the species conservation and wildlife trade policies in Indonesia, and contribute in identify ways to enhance policies, laws and regulations to combat illegal trade and improve sustainable utilization of wildlife. 
  • Building relationship with parliament and key government agencies, including MoEF, LIPI, and other government agencies related to species conservation and related research agencies, and non-government think-tanks and organizations, in order to support government to implement policy and to advocate for changes in policy. Collaborating and maintaining good communication with legal and policy experts and researchers, both full time staff and consultants, who will be responsible to deliver results for the program.
  1. Policy Analysis and Policy Strategies
  • Contribute in the research design/development and assessment of the following activities:
  1. Assessment of the current institutional framework related to species conservation and wildlife trade in Indonesia, including an analysis of applicable policies and laws and regulations, and/or bilateral agreement. 
  2. Assessment of the legal and illegal wildlife trade in Indonesia based upon available information, including types of wildlife trade, information on trade volumes, prices, and routes of wildlife trade.
  • In close coordination with Wildlife Policy Team, support the Government of Indonesia, specifically MoEF, MMAF, and Bappenas to conduct assessment and identify strategies, as well as supporting for:
  1. CITES implementation for targeted species; 
  2. Aichi Biodiversity Targets implementation as part of CBD Strategic Plan; 
  3. Development of Indonesian Biodiversity Strategy and Action Plan (IBSAP); 
  4. Development of subsidiary regulations and standard operating procedure related to species conservation and wildlife trade as required.
  • Contribute to provide advice and technical assistance to Government of Indonesia specifically to MoEF on national wildlife trade and species conservation policies and CITES implementation in Indonesia. 
  • Support in the day-to-day data management that belong to Wildlife Trade and Policy Program, as required. 
  • Contribute in the preparation of research and data collection, e.g. developing ToR, budget and planning. 
  • Produce a publication or/and working paper on species conservation and wildlife trade in Indonesia.

2. Stakeholder engagement and communication

  • Liaising and establishing good working relationships and/or strategic partnerships with key stakeholders such as government, academia, NGOs, private sector, donors and others to ensure the successful coordination, implementation and follow-up of project activities. 
  • Contribute in maintaining appropriate communications with WCS-IP key stakeholders and partners, including local and national government agencies, environmental and development NGOs. 
  • Participate and contribute in writing, publishing, and presenting policy research findings in close coordination with Wildlife Policy Team on a regular basis through briefing papers, policy papers, technical reports and presentations. 
  • Provide technical assistance in publication materials for Wildlife Trade and Policy Program (e.g. newsletters, technical reports, policy brief). 
  • Support in providing content for WCS-IP communication materials related to Wildlife Trade Policy Program activities, such as in website, social media, articles for brochures, leaflets, and printing media.

3. Technical and Project Management

  • Contribute in coordinating the implementation and administration of activities under the program, ensuring the approved work plan and activities are undertaken in a timely manner in line with budgetary means and work plan. 
  • Provide technical support to meetings, discussions, trainings, seminars, workshops and public outreach activities conducted by WCS-IP, as required (e.g. meeting notes, documentations and translations). 
  • Prepare activity reports and assisting in preparing financial reports as required by WCS-IP, donors, and/or stakeholders, in Indonesian and/or English.
4. Others

Undertake any other duties as assigned by Wildlife Policy Coordinator and Wildlife Trade and Policy Program Manager.

Position Requirements

Qualifications and Experience

  • The post holder should have a degree in forestry, law, biology, environmental science, social sciences and/or a related discipline. 
  • Having knowledge of and/or experience in conservation and research on wildlife species, wildlife trade, or wildlife policy and law in Indonesia. 
  • Having knowledge in international convention related to biodiversity, such as CBD and CITES, is preferable. 
  • Excellent English skills, both in writing and speaking.
