Background
The Wildlife Conservation Society (WCS) has a distinguished history of experts exploring and saving wildlife in some of the most remote and wild places remaining on Earth. The Wildlife Conservation Society-Indonesia Program (WCS-IP) has significantly grown over the last decades and contributed to supporting the Government of Indonesia (GoI), particularly the Ministry of Environment and Forestry (MoEF) in conserving Indonesia's biodiversity. WCS-IP is structured under five core thematic programs: Forests, Marine, Wildlife Trade & Policy, One Health, and Rights & Communities. These programs are supported by cross-cutting units namely Science & Technology, Conservation Network & Partnership, and Operations.
In North Maluku, WCS-IP is supporting the Natural Resources Conservation Agency (BKSDA) Maluku dan The Provincial Government of North Maluku in improving management of selected marine natural resources and conservation areas to safeguard high conservation marine ecosystems, their natural resources, and coastal community livelihoods that they support.
To achieve our overall goal of saving wildlife and wild places, WCS-IP is currently seeking qualified candidates for the position of Community-Based Monitoring Senior Officer. The position will directly report to North Maluku Program Lead and work with other WCS-IP staff.
Task and Responsibilities
- Responsible for planning and designing community-based resource utilization monitoring activities to increase community participation in sustainable Conservation Area management.
- Lead efforts to strengthen the organizational capacity of POKMASWAS (Community-Based Surveillance Groups), including conducting organizational institutional assessments, capacity-building, and formulating sustainable financial strategies for POKMASWAS operations to ensure long-term community participation in conservation.
- Maintain and manage a database of resource utilization activities to monitor the effectiveness of implemented activities, and provide data and information, including marine threats to coastal ecosystem and key species needed to evaluate the effectiveness of conservation area management (e.g., using EVIKA, METT, or strategic analysis).
- Responsible for developing and implementing effective fisheries and marine resource monitoring mechanisms, including close collaboration between community groups, relevant local authorities, and related stakeholders.
- Facilitate communication between communities and local governments regarding the planning and implementation of aquatic resource utilization monitoring activities and improve compliance with laws and regulations.
- Collaborate with local communities and relevant stakeholders to actively monitor and address unsustainable practices of natural resources use through community-led initiatives.
- Provide support in planning, monitoring, and capacity building for sub-grant recipients (Subgrantees) or other partners involved in implementing community-based monitoring activities in North Maluku.
- Act as a liaison between communities and government agencies to increase community recognition and facilitate access to resources and government support.
Requirements
- Bachelor's degree with fields related to environmental science/studies, social sciences, marine biology/ fisheries.
- A minimum of 3 years of professional experience in marine conservation, community development, and marine surveillance projects.
- Proficiency in written and spoken Indonesian and local languages (or a willingness to learn local languages as part of the role.
- Competency in computer operation and relevant software, including MS Outlook, MS Word, MS Excel, and MS PowerPoint.
- Candidates from the local area (North Maluku or surrounding regions) will be given primary consideration, recognizing their existing understanding of the local context, culture, and language.
- Demonstrated ability to work both independently and collaboratively within a team.
- A commitment to supporting the conservation of biological resources and the sustainable management of natural resources in Indonesia.
