Terms of Reference

Position               : Senior HR Coordinator
Job Grade           : Band 5 – Class Executive Organizer

Purpose of the Role

The Senior HR Coordinator serves as the primary HR focal point for WCS-IP and is responsible for overseeing the effective delivery of HR operations, employee lifecycle processes, talent acquisition, employee relations, compliance, and people initiatives. The role provides day-to-day HR guidance to managers and employees, supervises HR Senior Officer(s) or Officer(s), and partners with leadership to ensure people practices support organizational objectives while remaining compliant with Indonesian labour regulations and organizational policies. This position operates as a senior individual contributor with supervisory responsibilities and serves as a key liaison between country leadership and the Regional HR team.

Key Responsibilities

1. HR Operations & Team Supervision

  • Oversee the day-to-day delivery of HR operations and administration across the organization.
  • Supervise and provide guidance to HR Senior Officer(s) or Officer(s), ensuring timely and accurate execution of HR processes.
  • Review and approve routine HR transactions, documentation, and employee records.
  • Ensure HR service standards are maintained and continuously improved.
  • Support workforce planning and organizational development initiatives.

2. HR & Workforce Planning

  • Partner with hiring managers to identify workforce requirements and implementation of the HR plan aligned with organizational goals.Assist in the review of organizational structures and maintain updated job descriptions.
  • Monitor HR-related expenditures and provide data for budget planning.

3. Recruitment & Talent Acquisition

  • Oversee end-to-end recruitment processes: coordinating adverts, screening, and scheduling interviews.
  • Ensure hiring practices follow organizational values and donor requirements.
  • Lead the delivery of onboarding and induction programs for new hires.
  • Monitor recruitment metrics and recommend improvements to hiring effectiveness.

4. Performance Management & Learning Administration

  • Lead the implementation of performance management processes across the country office.
  • Coordinate the annual performance management cycle (tracking submissions and documentation).
  • Organize training sessions and maintain the learning calendar based on identified staff needs.
  •  Monitor training effectiveness and workforce development metrics.
  • Support succession planning and talent development discussions.

5. Compensation, Benefits & HR Systems

  • Administer payroll, benefits administration, other insurances, and employee welfare programs in a timely manner
  • Manage the HR Information System (HRIS) and ensure all personnel files are up-to-date and confidential.
  • Support salary benchmarking, annual salary reviews, and reward initiatives.
  • Prepare HR reports and workforce analytics to support management decision-making.
  • Ensure day-to-day compliance in line with labor laws and internal policies.

6. Employee Relations & Employee Experience

  • Act as the first point of contact for staff grievances and employee relations inquiries.
  • Organize staff engagement activities and support wellbeing initiatives, especially for field teams.
  • Facilitate employee engagement activities, staff surveys and follow-up action plans.
  • Analyse employee feedback and recommend actions to improve employee experience and retention.

7. Compliance, Governance & Risk Management

  • Communicate HR policies to staff and ensure consistent application across all sites and ensure alignment with local regulations.
  • Monitor compliance with safeguarding (including child protection, prevention of sexual exploitation & abuse and harassment-free workplace), health and safety, and work permit requirements.
  • Identify operational HR risks and report them to senior leadership and propose mitigation plans.
  • Ensure timely renewal of employment-related permits, registrations and documentation
  • Maintain compliance reporting and documentation standards at both global and local levels

8. HR Business Partnering & Organizational Support

  • Initiatives Support Senior Operations Manager to collaborate with managers on workforce planning, organization design, employee engagement and change initiatives
  • Collaborate closely with Regional HR to support major HR initiatives (e.g., HRIS implementation, salary survey, etc.)
  • Participate in strategic HR projects and process improvements
  • Foster collaboration between HR, Operations, Strategic Units and Programs.

Qualifications & Experience

  • University degree in HR, Business Administration, or related field.
  • Minimum 5–7 years of HR experience (NGO sector preferred).
  • Proven experience in a supervisory or senior coordination role.
  • Fluent in English and local language.
  • Strong operational knowledge of labor laws and HR administration.
  • Excellent interpersonal, communication and negotiation skills
  • Strong knowledge of HR practices (recruitment, performance management, compensation, benefits, HRIS), local labour laws, donor compliance
  • Experience with HR metrics, data analysis and reporting
  • Demonstrated commitment to diversity, inclusion, safeguarding, ethical conduct
  • Willingness to travel to field/project sites
