Terms of Reference

Position.        : Senior Policy Officer

The Wildlife Conservation Society Indonesia Program (WCS-IP) contributes substantially to the conservation of biodiversity in Indonesia through landscape-level conservation, support to protected areas (PAs), species conservation actions, and engaging local communities. Supporting Government of Indonesia (GoI) to mitigate issues in illegal wildlife trade and trafficking (IWT) in Indonesia is also one of WCSIP’s priorities. The supports are primarily conducted through its Wildlife Trade and Policy Program (WTP) and closely partners with the Ministry of Environmental and Forestry (MoEF). In coordination with MoEF, WCS has close coordination with other criminal justice system, from police to judges which aim to increase the effectiveness of government efforts on mitigating wildlife trade and strengthen policies to remove the barriers to effectively addressing IWT.

Under the wildlife trade and policy theme, our approach is to support the Government of Indonesia in strengthening criminal justice system and their efforts in addressing illegal wildlife trade through capacity building, improved coordination, and policy reform support. To achieve the objectives, WTP supports GOI through technical assistance, develop partner’s capacity, actively engage in dialogues and meetings with stakeholders, facilitating discussions and provides data and information. The activities are conducted in national level and throughout WCS-IP’s field sites.

The Senior Policy Officer will be required to contribute mainly to the project management activities, as well as research, related to national legislation framework and policy for species protection and wildlife trade. More specifically, the Senior Policy Officer is expected to provide technical assistance and build comprehensive relationship with WCS-IP key stakeholders.

Position Responsibilities

  • Support and contribute to the strategy development processes to understanding the species conservation and wildlife trade policies in Indonesia, and contribute in identify ways to enhance policies, laws and regulations to combat illegal trade and improve sustainable utilization of wildlife.
  • Building relationship with parliament and key government agencies, including MoEF, National Research and Innovation Agency (BRIN), and other government agencies related to species conservation and related research agencies, and non-government think-tanks and organizations, in order to support government to implement policy and to advocate for changes in policy.
  • Collaborating and maintaining good communication with legal and policy experts and researchers, including consultants, who will be responsible to deliver results for the program.

1. Developing policy strategies around the functions of key government agencies

  • Lead and contribute to research and policy review on the current institutional and legal framework relating to species conservation and wildlife trade in Indonesia, including:
  1. Assessment of the current institutional framework related to species conservation and wildlife trade in Indonesia, including an analysis of applicable policies and laws and regulations, and/or bilateral agreement.
  2. Assessment of the legal and illegal wildlife trade and management issues in Indonesia, including an analysis of CITES implementation and topic related to prevention of zoonotic disease spillover risks, based upon available information.
  • Develop recommendations and explore the implementation of new/revised subsidiary regulations, laws, policies, action plans, guidelines etc. to support improved protection of targeted species to support species conservation and mitigating illegal wildlife trade.
  • Support the Government of Indonesia (i.e., Ministry of Environment and Forestry-MoEF) to conduct the assessment and identify strategy, and other supports related to:
  1. ­ CITES implementation (priority species) ­
  2. CBD implementation (priority goals and targets) ­
  3. Development of national strategy related to biodiversity and conservation ­
  4. Development of subsidiary regulations and/or standard operating procedures/technical document related to wildlife trade, wildlife protection and/or wildlife utilization ­
  5. Identify strategies and approaches to support government agencies for policies, laws, and regulations reform related to CITES implementation
  • In collaboration with Capacity Building unit, contribute to the development of training materials and/or module, including topics related to wildlife trade, wildlife protection and/or wildlife utilization, as required.
  • Contribute to the development of new area of strategy and approaches which adapt to the dynamics of wildlife conservation policy issues and its related aspects.
  • In close coordination with Wildlife Trade and Policy Team, including other Programs at WCS-IP, identifying new policy analyses and research questions, undertake and write-up these assessments.
  • Contribute to the preparation of research and data collection, e.g developing ToR, budget and planning for activities and program events.
  • Produce a publication or/and working paper on species conservation and wildlife trade in Indonesia.

2. Stakeholder Engagement and Communication

  • Liaise and establish good working relationships and/or strategic partnerships with key stakeholders such as government, academia, NGOs, private sectors, donors, and others to ensure the successful coordination, implementation, and follow-up project activities.
  • Provide technical and facilitating support to meetings, seminars, workshops, public consultation, and public outreach activities as required and formally represent WCS-IP as necessary in such meetings, workshops, and conferences.
  • Write, publish, and present policy research findings in close coordination with the line supervisor regularly through briefing papers, policy papers, technical reports, and presentations.
  • Report regular updates on project activities, news flashes and updates for the WCS website and other social media postings and articles for brochures, leaflets, and print media as required.

3. Technical and Program Management

  • Contribute to coordinating the implementation and administration of all projects under this program, ensuring that approved work plans and activities are undertaken promptly in line with budgetary means and work plans through work plans monitoring.
  • Contribute to the development of WCS working plan in the framework of MOU between MOEF-WCS and coordinate with another program for the workplan under RKT and RPP.
  • Lead the technical support for meetings, discussions, training, seminars, workshops, and public outreach activities as required (e.g. meeting notes, documentation, and translations).
  • Preparing activity reports and assisting in preparing financial reports as required by WCS, donors, and/or stakeholders, in Indonesian or English.
  • Undertake any other duties, as assigned by Wildlife Policy Senior Coordinator and Senior Program Manager.

Job Requirements

Qualifications and Experience

  • The post-holder should have a degree in policy studies, law, forestry, environmental studies and/or a related discipline.
  • Six years of experience for bachelor’s degree or more than three years of experience for master’s degree in related issues
  • Strong background in policy studies and law
  • Good knowledge/experience in species conservation and addressing illegal wildlife trade policy and its initiatives in Indonesia
  • Good knowledge and/or experience in CITES and CBD issues and their implementation is preferable


  • Demonstrated research expertise, analytical capacity, and strategic thinking
  • Effective at personal organization and managing multiple priorities with the ability to work under time pressure
  • Good initiative and capable of working independently as well as an effective team player
  • Good interpersonal and communication skills, with the ability to effectively interact with people in a multidisciplinary and multicultural environment
  • Experience working with a broad and diverse network of groups and individuals
  • Good English skills, both in writing and speaking
  • Good public speaking skills
  • Good computer skills, especially Ms. Office
